Re-Elect Robert ‘Mike’ Blount for Constable Pct 4 BC

 The Constable´s Department Precinct Four provides a community based law enforcement agency that is committed to the needs of the community.

My name is Robert ‘Mike’ Blount and through my sixteen years of service and dedication to the community of Precinct Four, I understand that in this day and age people are looking for honesty and integrity at all levels of our government. The community of Precinct Four has elected me your new Constable as of January 2005. My department has and will continue to be devoted to serving the public.

The mission of our department is to promote safe and responsible  communities by enforcing court orders, supporting early intervention activities and working in compliment with other law enforcement agencies to provide direct public service to all citizens of Precinct Four and Bexar County.

The vision of our department encompasses lowering truancy and high school drop-out rates, reducing neighborhood crime through cooperative efforts with neighborhoods, and maintaining a line of communication and cooperation with the citizens of Bexar County, elected officials, county departments and other law enforcement agencies.
 

About the Constable Office & Precinct 4

        The function of the Constable’s office is civil service process and the service of warrants. This includes any warrant, citation, notice, subpoena, or writ in Bexar County, or in certain cases, contiguous counties.
         Precinct 4 Constables serve civil and criminal process originating in the Justice of the Peace Courts, District Courts and County Courts-at-Law. Through state statute, Constables are mandated to attend to the Justice of the Peace Courts in their respective precinct, including providing bailiff services, transporting prisoners and summoning jurors.
          Due to the countywide focus of decreasing and deterring juvenile crime, the Precinct 4 office has become more involved with truancy issues and is assisting the Juvenile Probation Department by serving warrants for non-payment of child support.

PCT.4 Services and Programs we provide: 

Warrant Division

     The Constable Department Precinct Four warrant division was created to serve all warrants received from the Justice of the Peace Court.  All information available is used by the warrant division to successfully execute the warrant.

Marine Safety Enforcement
“COPS ON THE WATER”

     Having Braunig and Calaveras lakes in Precinct Four enables the use of our Patrol Boat to patrol for safety violations on the water and to assist with emergencies that may occur.  All officers are Marine Safety Enforcement Certified. 

Alcohol, Drug, And Gang Awareness

     The Precinct Four Alcohol, Drug and Gang Awareness Program provides presentations to concerned parents and citizens to make them aware of the characteristics and habits commonly associated with alcohol, drug, and gang members.

Law Enforcement Explorers

     This organization was created to train and guide young people in helping the community and to be civic minded to fulfill their responsibilities upon entering the work world.  This program is made up of a group of young people between the ages of 13 to 20 who are interested in a future career in law enforcement.
